The Cecil Township Board of Supervisors approved the Cool Valley illustrative site application Aug. 3 with ten conditions the board imposed to address traffic, environmental protections and access. Staff listed conditions that require compliance with a 2017 traffic impact study and PennDOT requirements, a 50-foot natural buffer along Maple Ridge, private roads within the development, gated residential access to separate residential circulation, and maintenance of streams and wetlands in accordance with DEP Chapter 105 regulations.
Copies of the staff conditions were read into the record by the chair and planning staff. "There were 10 conditions that the board imposed on the applicant," the chair said as the list was read, which also included that access to the residential apartments and townhouses connecting at Morganza Road be limited to residential traffic and that certain waivers from section 2-10-17 of the Cecil Township Code of Ordinances will be considered at the time of land development application. After a motion, second and voice vote the resolution passed; the transcript records the motion carried but does not provide a detailed roll-call tally.
