Loyalton reaffirms water emergency and plans May 1 restrictions

The Loyalton City Council on April 15 reaffirmed a State of Emergency for the city water distribution system and discussed formal water‑use restrictions to begin May 1, 2025. Councilmember S. Mcllravy said she would like the restriction notices to be sent to residents with the May 1 effective date and the item was added to the next agenda for follow up.

Council moved to reaffirm the emergency declaration by motion (moved by J. Markum, seconded by S. Mcllravy); the motion carried unanimously. The declaration and the planned restriction notices are administrative steps the council is using to manage water supply and distribution while staff and council pursue next steps. No new enforcement procedures or penalties were adopted at the meeting.

City Clerk Kathy LeBlanc had earlier reported that the city completed and submitted its 2024–2029 Housing Element and remained under budget for that project; that staff report was provided separately and does not alter the emergency action on the water system. The council recorded that further details — including notice language, enforcement mechanics and the exact scope of restricted uses — will be considered at the next meeting.
