The council approved an amendment to the plan development zoning for 1015 West Centerville Road to change the base zoning from neighborhood office to community retail, with conditions limiting certain commercial uses and requiring landscaping improvements.
Staff said the request brings a shopping-center parcel into conformance and would allow a broader set of community retail tenants while prohibiting laundromats, heavy furniture/appliance sales and convenience stores with fuel. Staff recommended extensive landscape enhancements (multiple canopy trees and shrubs along frontages and throughout parking) and limited grocery uses to neighborhood‑scale (no more than 5,000 square feet). The applicant, Herbert Gears of Lyle Allen & Associates, told council he intends to improve the property’s landscaping, keep plantings irrigated and install a stone dumpster enclosure; he agreed to add a gate when asked.
Councilmember Luck moved to approve with the inclusion of a requirement for a dumpster gate; the motion passed 9–0. Staff will coordinate with sanitation and bring final ordinance language back to council.
