Council voted unanimously to approve an amendment to Plan Development District 2226 at 1350 East Mueller Road that adds 0 lot‑line detached homes (three stories) as a permitted use alongside existing townhomes.
Staff said the site was previously approved in 2022 for townhomes and that the proposal does not increase the number of units (37 units total) but changes the housing product mix to include 21 detached units and 16 townhomes. Conditions recommended by plan commission — and accepted by council — included design elements to reduce garage prominence, a requirement for trees (one canopy and one ornamental per lot originally proposed by staff but adjusted after discussion) and a small dog‑park on the northeast side of the site. The applicant’s representative, Bobby Rawlings, described the subdivision as substantially complete and said the change reflects market demand for a larger product line; he also confirmed foundations and utilities would be standard construction.
Council members debated tree species and root issues for densely packed lots; Deputy Mayor Pro Tem Dutton asked staff to revisit the tree requirement and agreed to staff returning with ordinance language that specifies trees appropriate to the space. The council then approved the item and directed final language be worked out with staff.
