Staff outlined the financing and timeline for the roughly $500,000$600,000 project, saying the DNR would reimburse the city after state due diligence and that a time-limited $130,000 ARPA award would be spent as the city's match. As city staff explained, "We have a $100,000 grant from ARPA, and we had a grant previously for a $100,000 from Game Time," and staff said those grants would reduce net cost to residents if the additional GameTime award is renewed.
Council discussion focused on timing and the mechanics of reimbursement; staff said the DNR review typically takes 30 to 60 days after a signed resolution and that the special meeting was called to meet matching-fund timing constraints. After a roll-call vote the mayor announced the motion passed. The council did not specify additional appropriation actions at the meeting; staff said the DDA (downtown development authority) has previously approved a $100,000 match and that if all other grants are awarded the city's net budget impact should be minimal.
