Council tables Truist banking services award after procurement flags discrepancies

The council paused action on Resolution 4626, a five-year banking-services agreement linked to solicitation 1170-RFP-25-3, after procurement officials said they had conflicting documentation about vendor responsiveness. "The solicitation was distributed to 153 vendors. 3 proposals were received," procurement director Latanya Ammons told the council; staff later asked to table the item to reconcile evaluation documents.
Councilwoman Miller Anderson questioned why Seacoast Bank was listed as nonresponsive despite scoring in the mid-70s on the technical evaluation; procurement said only proponents scoring at least 70 on technical evaluation would advance and that further review was required. The motion to table passed unanimously to allow staff time to resolve the discrepancy and return the item for a future vote.
