The council voted to waive the formal competitive bid process and authorize the city manager to execute a professional services agreement with Citywide Strategies LLC, not to exceed $115,000, to conduct a comprehensive operational review of development services. Administrative Services Director Jamie Bandy told council the initiative will examine processes from initial inquiries through project completion, engage stakeholders and staff, and deliver prioritized, implementable recommendations with a roadmap and resource estimates.
Bandy said the work is operational (not policy), aimed at improving coordination across departments and preparing the organization for future growth. Council members who spoke supported the recommendation and praised Aaron Bush's experience. There were no public speakers on the item; the motion to authorize the agreement passed unanimously.
