The Durham Advisory Capital Improvement Committee reviewed an updated, consolidated spreadsheet intended to reconcile multiple CRF lines and show January 1 carries, transfers, interest and encumbrances across town funds. The spreadsheet, compiled from four previously separate queries, also includes RSMS rows for ambulance and police accounts and reflected December 15, 2025 deposits.
“I have an updated balance for all of that,” said Kristen (S1), who presented the consolidation and described separate RSMS sheets for funds like ambulance and police. Committee members said last year’s multi‑year projections produced inconsistent results and agreed to add explicit inflation placeholders and clearer assumptions for long‑term projections. One member noted that construction and vehicle inflation can far outpace CPI and recommended department‑level estimates before multi‑year asks go to voters.
Committee members also pressed for better documentation of POs and completed work so the public can see how CRF dollars were spent. The group set expectations that department heads submit proposal forms and estimates at least two weeks before scheduled presentations so committee members can review them ahead of hearings.
