City begins updating emergency‑operations and continuity plans, proposes training and tabletop exercises

City emergency-management staff presented a plan to formalize mobilization, communications and staffing for emergency response and continuity of operations. The plan proposes two redundant EOC locations (public works and City Hall), an Everbridge alert protocol, WebEOC county coordination, and staff training (ICS and FEMA/EMI courses), plus tabletop exercises involving the council and community partners.
Ed Daniels, assigned to revise the city's emergency management plans, said the updated mobilization approach would "develop our mobilization response ... and the emergency management group theoretically should be able to respond to the emergency operations location within approximately 1 hour ETA to begin the 1st operational period of the event." Councilmembers emphasized resident outreach, CERT training and making staff roles and council notification procedures clear.
Staff said some capital work may be needed to improve EOC capacity and will return with cost estimates, training schedules and options for resident-facing preparedness resources and tabletop exercises.
