Developers preview Aviation Landing project: 300–350 units in phase 1, 20% set aside for affordable/workforce housing

A development team led by Terrapin Development presented a pre‑application for the Aviation Landing site near the College Park Metro and the Purple Line. Company representatives said the multi‑phase plan addresses stormwater and floodplain issues and aims to leverage transit access; the redevelopment authority awarded a $3 million grant to help pay for relocating a stormwater pipe that runs through the site.
"Phase 1 is approximately 300 to 350 apartment units with 262 parking spaces, roughly 30 to 35,000 square feet of commercial space," Jessica Jones of Terrapin Development said. The presenter said 20% of phase‑1 units would be set aside for affordable or workforce housing and the development team expects the project to create jobs and add to the city and county tax base over the multi‑phase buildout.
Councilmembers asked about floodplain mitigation, coordinating bike and pedestrian connections, the share of units at lower AMI levels (councilmembers asked for more 60% and below AMI units) and traffic/parking impacts. Developers said they are conducting traffic, noise and stormwater studies and will pursue entitlements (preliminary plan of subdivision followed by phase-level site plans) with community meetings planned.
