Skokie SD 69 committee delays major Health/Life Safety work pending ISBE review

Dr. Margaret Clauson, Superintendent, told the Facilities & Finance subcommittee that the Board previously approved the District's 10‑year Health/Life Safety Survey and Plan in May 2025 and held the required public hearing in December 2025 for exterior and plumbing improvements. Dr. Clauson reported that the Illinois State Board of Education (ISBE) has completed review of slightly more than half of the Health/Life Safety Amendment items the District submitted and cautioned that not all projects submitted are anticipated to qualify for Health/Life Safety Bond funding. The administration said some projects likely will need to be funded from other District sources rather than bond proceeds.
Because of the staggered ISBE review and uncertainty about which items will be eligible for bond funding, committee members supported adjusting the anticipated construction timeline. The committee tentatively scheduled the Edison Health/Life Safety project for Summer 2028 and Madison Health/Life Safety work for Summer 2029 to allow time for ISBE determinations, a comprehensive financing strategy and leadership transitions in central administration.
The committee agreed to preserve flexibility in plans: architectural drawings for Edison are under development and the updated classrooms will follow the design standards used for Lincoln Junior High, while interim Health/Life Safety work at Madison is intended to address immediate safety and deterioration issues without foreclosing the district's longer-term renovation and expansion options.
