Presenter Patrick outlines charter-authority oversight and warns of possible new state requirements

Patrick, a district presenter, told the board that the district has a statutory duty to monitor charter schools and described the current oversight routine: annual visits or virtual reviews, fiscal monitoring (adopted budget, interim reports, annual audit) and a survey-based self-review used to inform renewal decisions. "Here's the charter school ADA data currently. You can see we have a total of about 13,930," Patrick said while reviewing renewal dates for several local charters. He noted renewals scheduled through 2031 for multiple schools and said the district posts petitions, audits and surveys on the oversight website for public review.

Patrick discussed possible additional oversight responsibilities should state legislation or budget actions re-emerge next year, citing SB 414 and AB 84 as examples of proposals that were vetoed this year but could return. He recommended a set of operational changes for the district: a charter monthly reporting template (enrollment, ADA, staffing), a schedule for board staff attendance at charter board meetings, and a process to review vendor contracts (especially contracts exceeding $100,000). "If that amount is whatever $100,000 it has to be reviewed," he said, emphasizing the fiscal threshold the state attention would likely enforce.
