Board renews clerical contract with Homeward Bound Pets and hears sheriff update on kennel RFP

The Yamhill County Board approved amendment No. 2 to a contract with Homeward Bound Pets Humane Society for clerical services, $7,507 per month retroactive to July 1, 2026, and discussed broader animal-control needs and an RFP for kennel services.
County officials asked whether the contract covers licensing and tracking of animals brought in from other jurisdictions; the shelter's clerical role includes license renewal reminders and redemption processing, but the contract does not require shelters to license animals brought in from elsewhere. Commissioner questions centered on whether shelters could capture address data or chip animals on intake so the county could follow up on licensing.
Sheriff (speaking for the sheriff's office) said the kennel request for proposals had been published and urged providers to use the formal RFP process to define capabilities. "The request for proposals went out yesterday," the sheriff said, and added that county law and code require efforts to reunite dogs with owners, including public postings and notifications. He said the county is exploring centralized and short-term solutions and reviewing county-owned properties for possible sites.
The board also discussed using a seed allotment and a 6-month contract structure to allow a transition from third-party clerical services to an in-house county position later this fiscal year. Commissioners moved and the board approved the Homeward Bound amendment; the motion passed by voice vote.
