The Select Board approved a package of routine but consequential administrative actions at its Aug. 7 meeting, including a major fiscal carryover, an appointment to the housing authority, and a personnel addendum with the town’s union.
Finance staff (Kathy Ricker) explained requested carryovers from FY25–26 totaling $2,304,487 to cover capital projects, wellness committee funds and insurance/payroll adjustments; Anne Callahan moved to carry over the amount as detailed in the memo dated July 29 and the motion passed unanimously. As Kathy noted, the carryover reflects projects in progress and contractual encumbrances.
The board also unanimously appointed Justin Dion to the Topsham Housing Authority following a pre-meeting review; members noted his finance experience and local involvement. Finally the board approved an addendum to the IAMAW agreement to create a Planning and Codes Coordinator position at the agreed base grade and authorized the chair, vice chair and town manager to execute the addendum.
All items were approved without recorded opposition; staff will implement the carryover accounting, finalize the appointment paperwork and execute the union addendum.
