Residents and patrons sharply divided over Ojai Roots changes at packed planning hearing

Hundreds of pages of public comment—delivered by more than two dozen people during a lengthy hearing—split sharply for and against proposed modifications to Ojai Roots' existing minor conditional use permit.

Opponents, including long-time neighbor Bill Miley, said prior uses at the property created ongoing disturbances and warned against expanding hours or capacity. "Adding up to 35 guests outdoors, it's a residential zone," Miley said, urging the commission to preserve conditions that restrict events, hours and amplified music. Other nearby residents described loud deliveries, smoke and recurring late-night activity that they said interferes with inside and outside living.

Supporters, including several neighbors and small-business owners, said Ojai Roots fills a gap for families, creates local jobs and supports food-system resilience. Robert Glover, an employee, asked commissioners to allow families and children on the premises and said the business uses noise monitors and other measures to limit impacts. The commission heard repeated calls from both sides to convene a facilitated meeting so neighbors and the operator can negotiate clearer, enforceable rules.
