Supervisor Mark Witmer told the board he "has reduced the brightness by 50%," said he and Councilmember Kate Kelley‑Mackenzie visited the location, and explained the current streetlighting policy and the safety rationale for maintaining lights. Witmer added that shields are costly and he was not convinced a shield would fully address Kohl's concerns. The board did not take formal action on the request during the meeting.
