Town Manager Suzanne Harvey told the council that the procurement code has not been updated in years and that past dollar thresholds no longer reflect current prices. Harvey proposed replacing an RFP requirement for projects over $10,000 with a three-quote standard and granting the Town Manager authority to approve emergency expenditures up to $35,000.
Attorney Thomas Benavidez agreed with the suggested revisions. Mayor Wallace directed staff to prepare an ordinance to bring the proposed procurement-code changes back to a future meeting for formal consideration. No ordinance was introduced on March 26; council provided direction to draft language reflecting the proposed thresholds.
