Huachuca City Council schedules work session to study possible annexation north of town

Huachuca City Mayor Johann Wallace and the Town Council directed staff to study the feasibility of annexing two adjacent areas — land along Highway 90 north of town and parcels in the 400–500 blocks of Lower Huachuca City — and scheduled a work session for April 2, 2026 to review costs and resident interest.
Town Manager Suzanne Harvey told the council staff can evaluate the costs of extending utilities and municipal services, survey property owners about interest in becoming town residents, and assess likely benefits for current residents. The council voted to hold a dedicated work session to “really get into it and see what we are looking at,” Mayor Wallace said. The motion to open discussion on the item was moved by Johann Wallace and seconded by Christy Hirshberg.
The work session will allow staff to present estimates for service-extension costs and to compile outreach information so council can weigh fiscal impacts against potential growth and revenue. No ordinance or formal annexation action was taken at the March 26 meeting; staff were directed only to study options and return with findings at the scheduled work session.
