Huachuca City directs staff to set up permit-ready housing plan program to comply with SB1529
Summary
To comply with Arizona Senate Bill 1529, Council voted unanimously to begin code changes and implement an online preapproved housing design plan program (Option B) rather than contracting for custom designs.
Town Attorney Thomas Benavidez told the council SB1529 (enacted 2025) requires municipalities to either create standard preapproved housing design plans or establish a program to accept preapproved plans. Dr. Jim Johnson presented two compliance options: Option A, where the municipality hires architects to produce plan sets; and Option B, an online library permitting architects to submit pre-reviewed plans for posting. Staff recommended Option B as the lower-cost path.
Council voted to start the code-change process and pursue Option B. The motion recorded in the minutes stated, "To begin the process of the necessary code changes to comply with SB1529 and in particular option B to establish a program for pre-approved housing design plans," moved by Johann Wallace and seconded by Cynthia Butterworth; it passed unanimously. The approach would require online posting of preapproved plan sets and code amendments to implement the program and application process.
