Planning Board Approves Modified Site Plan for Campbell Property with Floodplain Conditions

The Town of Campbell Planning Board voted April 15, 2026, to approve applications FP 3-2026 and SP 4-2026 for a property modification that will place two shipping containers on a residential lot, contingent on meeting specified floodplain and installation conditions. The public hearing opened at 6:02 PM; applicant Scott Austin spoke for the application and said he would comply with the Zoning Officer's suggestions.
Board members were presented with site-plan details showing two 8 ft by 40 ft shipping containers set on a 50 ft by 50 ft asphalt pad. The containers will be spaced about 28–30 ft apart and oriented west–east with the container doors facing Meads Creek Road. Planning staff noted the property is in the R1 zoning district and that the scale of additional storage exceeds what the code describes as “customarily incident” to the principal use, prompting the requirement for site-plan approval under the Town zoning rules (Definitions §2.1; Use Regulation Table §4.10).
Janet Thigpen of Southern Tier Regional advised the board that the containers should be treated as fully enclosed structures for floodplain purposes and characterized them as subject to "wet flood proofing" provisions under Section 6.11 because the cost of work is less than 10% of assessed property value. As conditions of approval, the board recorded measures intended to reduce hydraulic pressure and flood risk: anchoring the units to the ground; installing access openings totaling 533 square inches per unit (266 square inches on the north and south sides); placing units on 6x6 pressure-treated beams (or an approved equivalent); and requiring that any future construction between units use flood-resistant materials.
A motion by Albert Johnson, seconded by Anthony Creaton, to approve FP 3-2026 and SP 4-2026 subject to those conditions was adopted. The minutes record the vote as Ayes 5, Nays 0, Abstains 0. The board closed the public hearing at 6:14 PM.
