Council members pressed staff for scheduling details and contingencies tied to the town's reimbursement agreement. A council member noted the BOT agreement ties the town's commitment—with a cited town financing share of $8,000,000—and cautioned that beginning work without finalized town commitments could expose developers to financial risk. Bodner said CAD drawings have been turned over to Spaceco to calculate acreage and that, if agreements fall into place, mobilization lead time would be short: "Three weeks," he estimated when asked how long it would take to start work once cleared.
