County superintendent outlines LCAP supports as state requires new training for trustees

Deputy Superintendent Jonathan Lance presented the county'level "summary of supports" that accompanies the LCAP submission, telling trustees the document distinguishes universal supports, required technical assistance and differentiated assistance for districts in need. "We are required to approve the district's LCAPs, offer technical support and feedback, deliver training sessions, and finalize and review all of the approval of all of the districts by August 15," Lance said.
Lance described level 1 supports as universal networks and professional development, and level 2 supports as mandated technical work such as AB 1200 fiscal oversight and targeted assistance for districts showing as "in the red" on the state dashboard. He told the board the county office does not generally allocate direct program dollars to districts for these services; "it would be staff time that is dedicated to working with districts," he said in response to trustees' questions. Lance also briefed trustees on two new statutory requirements for board members: FCMAT curriculum for budget-adoption training (available by Oct. 1) and mandated reporter training under the California penal code beginning July 1.
