McKinney TIRZ No. 1 board adopts project-plan amendment to reflect expanded boundary

On July 21, 2026, the Tax Increment Reinvestment Zone No. 1 (TIRZ 1) board in McKinney voted to adopt an amendment to the zone's project plan that updates the plan map to include properties added by a June 16 City Council ordinance.
Lucas Raley, Planning Director for the City of McKinney, told the board: "That's the only change in the project plan, is the map that just reflects the added property to the TIRS boundary." He said the ordinance that expanded the boundary is the reason for the update and that no other project-plan text changes were proposed.
Board members moved and seconded approval; the motion passed with five votes in favor and two opposed. Members Lebo and Kluger were identified in the discussion as voting against the measure. During the meeting a board member asked when staff would present budget-appropriation or earmarking guidance for priorities such as fire suppression. Raley said staff is preparing administrative policy and guidelines and expects to return next month with proposed direction so the board can consider earmarking funds for priority projects.
The board's action updates the official project-plan map for TIRZ 1 and does not by itself appropriate funds. Staff indicated further administrative guidance and proposed funding direction will follow at a future meeting.
