Staff reviewed the history and context for cases 2026‑12047 (rezoning) and 2026‑12048 (development plan) for the former Feed Bin and Hay Barn at 1202 West Alameda, noting prior rezones and the site's location adjacent to the Santa Fe River and Alto Park. The applicant proposes a ground‑floor woodshop/retail use in the Feed Bin, a sit‑down restaurant in the Hay Barn, and three residential units above the Feed Bin as a future phase.
Jennifer Jenkins described the design approach, compliance with open space, lot coverage and parking standards, and the project's intent to activate a vacant, historically used property. She said the hay barn (~3,000 sq ft) could host a neighborhood restaurant and the second floor would provide residential units that might serve employees. The applicant proposed bike and EV‑capable parking and a photometric lighting plan will be required at permit.
Neighbors generally welcomed reuse but pressed for limits on height and careful lighting; commissioners discussed whether the commission could add a new, un‑noticed permissible use (city attorney advised that adding an un‑noticed use at this stage would be improper). To address neighborhood concerns the commission recommended approval subject to staff conditions and added a condition limiting the project to two stories (the motions were forwarded to the governing body for final ordinance action).
