The Paulsboro Borough Council adopted Ordinance O.26.07 on April 14 to set licensing fees for cannabis operations (Classes 1–5) and to align local taxes and fees with what council described as public‑safety and regulatory needs. The ordinance passed with Ayes: Thomas, Armistead, Evans, Turner; Nays: Singleton; Absent: Haynes.
During discussion Solicitor Maley and councilors explained that cannabis licensing uses different standards than liquor licensing and is intended to fund safety oversight. Minutes record that "The tax payable to the town is 2% of the gross yearly sales of the retail business." Councilman Singleton asked whether cannabis fees matched liquor fees; the solicitor replied they are different standards and the borough's fees are compatible with neighboring towns.
The ordinance also amends Chapter 6A of the borough code to create a fee schedule. Council members said fees support inspections and regulatory compliance; a dissenting councilman expressed concerns about the structure of fees and voted no. The ordinance becomes effective upon adoption; implementation steps and license application details will be managed by borough staff and the clerk's office.
