Commission recommends SUP for Milo insulation production in light‑industrial area (6–0)

The Planning & Zoning Commission unanimously recommended approval of a specific use permit for medium‑impact manufacturing to allow production of biodegradable insulation from milled grain sorghum seeds in an existing industrial building. Staff emphasized the use will be contained indoors, the materials are all‑natural and the process is described as producing a smell similar to popcorn or baking bread; noise and odor are expected to be contained within the structure.
Ashley Eckstead presented the request and said the use meets the LI zoning district purpose and will help the city’s job-to-worker ratio. Staff recommended conditions limiting the operation to Suite 100 (4,500 sq ft) and prohibiting building alterations without a new SUP. The commission approved the recommendation 6–0 and scheduled the item for City Council on December 2.
