Applicant Marcel Huffman said Joyful Journey has operated in the neighborhood for 14 years and seeks to expand services to more residents; he described the home-based care as an essential local service that helps aging residents remain in a home-like setting. Staff noted two responses in favor and that utilities and infrastructure already serve the property. The commission voted 6–0 to recommend the item to City Council.
