Commission approves rezoning to Planned Development for Craver Ranch, 4–2
Summary
After extensive public comment and technical responses from staff and the applicant, the commission voted 4–2 to rezone the Craver Ranch area to a Planned Development (PD) allowing a mix of residential and commercial base districts and phased buildout.
The Planning & Zoning Commission recommended approval, 4–2, of a rezoning that would change the Craver Ranch property from rural-residential to a Planned Development with a mix of R4, R7, mixed-use neighborhood (MN) and mixed-use regional (MR) base districts. Staff said the PD is intended to enable master planning across phases and to require the developer to provide open space, trails and some public facilities.
Commissioners debated fiscal and infrastructure concerns at length, with some members urging caution about timing and the burden of long-term maintenance. Commissioner Dyer moved to approve the rezoning and Commissioner Ketcherson seconded; the motion carried 4–2. Commissioners who opposed cited concerns about leapfrog development patterns and long-term fiscal risks. The rezoning recommendation will move to City Council for final action.
