Council authorizes acquisition, including eminent domain if needed, for Ryan Road widening

"This project is gonna widen Ryan Road creating a 2nd arterial route," Angel Delorey, senior real estate specialist, told the council as she described the approximately 4.47‑acre municipal services agreement and the schedule of annexation tied to related items. The project is funded through the 2019 bond program and will add a third lane, sidewalks, drainage improvements and street lighting along the corridor.
Councilor [speaker 16] moved the ordinance authorizing city staff to make offers and, if unable to reach agreement, to file eminent domain proceedings to acquire the necessary interests. Staff displayed a long list of parcel numbers and easement types associated with the project. Seth Garcia, director of capital projects, told council that project notices and offer letters have already been mailed and that staff will coordinate outreach to businesses and property owners before construction advertising.
The motion passed 7–0. Staff said construction is planned to begin after funding issuances in 2027–2028 and that some utility and adjacent work is on a parallel schedule.
