Huachuca City holds CDBG public hearing; council solicits project ideas for ~$516,000 allocation

SEAGO planner William Osborne told the Huachuca City Town Council and residents that "The Town of Huachuca City is expected to receive approximately $516,000 in FY2026 of federal Community Development Block Grant (CDBG) funds" and reviewed how those funds can be used for housing, infrastructure, public facilities and economic development.
Osborne explained three possible funding tracks: a regional account (the guaranteed allocation Huachuca City draws on every six years), a competitive state special projects fund (annual grants up to about $700,000–$750,000), and Colonias funding for qualifying low‑income settlements. He emphasized that ADOH and SEAGO prefer "shovel‑ready" projects with completed designs and environmental review, and that SEAGO can provide technical assistance and help prepare applications.
Osborne and Mayor Johann R. Wallace repeatedly encouraged residents to present specific project ideas at the hearing so they could be recorded for the council's resolution. "If someone has a specific project for the library or activity center, they need to say it now because it will not be considered later," Osborne said. Mayor Wallace said the council would not pick a single project that day but would compile the public list and publish it for additional input before a future decision.
The hearing produced many proposals — from Activity Center modernization to water‑system work, sidewalks, park upgrades and after‑school programming — but no formal vote on any CDBG application. The council closed the hearing and moved to adjourn; staff will prepare the minutes and a consolidated project list for publication and later council consideration.
