Executive director warns of state grant cuts, outlines plan to shift community corrections grant administration to ICJI

The executive director told the Marion County Community Corrections Advisory Board that the state has not yet finalized community corrections grant awards and that Marion County anticipates a reduction in funding.
“As of yesterday afternoon, we had 2,064 individuals on sentenced home detention electronic monitoring, 960 at the on pretrial electronic monitoring, and a 148 at Duvall,” the executive director reported, placing the program’s supervised population at just over 3,000. He said the state has indicated cuts — noting a recent $7,000,000 statewide reduction — and that Marion County should expect at least several hundred thousand dollars in reductions to the county’s allocation.
Separately, the executive director described an association decision to pursue transferring administration of the community corrections grant from the Indiana Department of Corrections (DOC) to the Indiana Criminal Justice Institute (ICJI). He said the goal is to have the full $72,000,000 appropriation distributed among community corrections programs rather than diverted to DOC-specific programming, and that ICJI’s focus on substance-abuse and mental-health grants could create additional opportunities for county programs. He cautioned the board that implementation will require training and database changes and that any administrative transfer would depend on the next legislative session.
