Paulsboro officials on May 12 introduced Ordinance 26.08, a bond ordinance to finance building improvements that the administrator said will include a $577,500 line for a new HVAC system. Administrator Marino told council the municipal building’s HVAC is contaminated with mold and that remediation is necessary to address complaints and restore the facility.
Council members pressed staff on alternatives. Councilman Singleton asked if leasing an HVAC system had been considered; Borough Engineer Erik Biermann said that is an architectural question and that, in his view, installing a new system would not be wasted given the contamination. Marino said asbestos remediation and a report are expected next week and that insurance will cover roughly 95% of the municipal building remodeling costs. The council set the public hearing and second reading of Ordinance 26.08 for June 9, 2026 at 6:30 p.m.
