Deputy director Karen Strunk described a program the bond bank administers with the Circle Area Community Development Corporation that will be rebranded 'Ground Floor.' Strunk said the program leases master storefronts for retail and currently includes two locations at the Stutz as part of a developer-backed incentive project. "It's called ground floor," she said.
