Board adopts fare-policy changes to align with MyKey Plus, removes deposit bonus

The Indianapolis Public Transportation Corporation (Indigo) board on June 18 adopted Resolution 2026-05 to update its fixed-route fare policy in advance of the agency’s rollout of the MyKey Plus fare platform on July 1, 2026. Ryan Wilhite, manager of special projects and regional mobility integration, told the board the changes are necessary because MyKey Plus’s standard configuration does not support the existing deposit-bonus feature or the ticket-vending-machine payments previously included in the policy.
"On 07/01/2026, we're introducing the new system, My Key Plus," Wilhite said. "The proposed policy revisions include eliminating the deposit bonus and removing references to accepting payment, through ticket vending machines." He said replacing vending machines would require significant capital outlay and staff plan to leverage the MyKey Plus retail network instead.
Wilhite said staff conducted public outreach and a fair-equity analysis because the deposit bonus had been part of prior policies; although the available data did not support a quantitative analysis of the deposit-bonus change, staff proceeded "assuming an impact" and documented a business justification in the equity analysis. With no members of the public signed up to speak during the hearing portion, the board voted by roll call to adopt the resolution.
The board’s action updates the fare policy language to reflect the new payment platform and the removal of the deposit bonus; the resolution was adopted by roll call as presented.
