Planning commission approves mosque site plan, forwards recommendation to council

The McKinney Planning & Zoning Commission unanimously approved a site plan recommendation for the McKinney Islamic Association’s proposed mosque and community center, and will forward the recommendation to City Council for final action on Aug. 4, 2026.
Medie Lofir, vice president of the McKinney Islamic Association, told commissioners the project at 5301 Virginia Parkway has been in the works for nearly two years and thanked staff for help with traffic, drainage and environmental review. “The site includes a multi purpose hall designed to serve the broader community not just our congregation,” Lofir said, adding the space could be used for neighborhood meetings and as a resource during extreme weather events.
Two other supporters addressed the commission during the non–public-hearing public-comment period. Atik Raymond, who introduced himself as former president of McKinney Masjid, said population growth in McKinney has increased demand for a larger facility. An additional longtime resident also urged approval, describing the project as a “community center” open to all residents.
Because the item was on the consent agenda, commissioners moved and voted to approve it without extended discussion. The commission’s record indicates a unanimous 7–0 vote; staff said the Planned Development ordinance requires City Council final action on Aug. 4, 2026.
If Council approves the site plan, the McKinney Islamic Association would proceed with its previously reviewed civil and building permits as required by city processes. No conditions or design exceptions for this specific site plan were recorded in the Planning & Zoning action.
