The presentation emphasized safety and operability: converting below‑ground vaults to above‑ground buildings avoids confined‑space daily entries, reduces reliance on sump pumps and dehumidifiers, and extends equipment lifespan.
Staff and an invited assistant public works director/consultant walked the board through examples of vault corrosion and the operational burdens of below‑ground equipment. After questions about cost and lifetime benefits, the board voted to waive the public bid requirement and approved the change order by roll call.
