“This is not a debate. It's not about budgets, convenience, or excuses. This is about protecting families,” Ogenkevich said, urging immediate action after an Aug. 29 crash and a Sept. 3 collision in which a 17‑year‑old struck a parked car at 800 Burton Boulevard. She said the location is only “four houses past the stop sign” and described drivers accelerating rapidly through the residential block.
Board members heard additional written testimony read into the record by the same speaker, including a statement from mail carrier Amy Walker, who described repeated near‑misses while serving addresses near the school and wrote, “Please do better, Shorewood.” Staff said school crossing guards have been difficult to fill and that digital speed displays alone have not deterred speeding.
Staff recommended, and the board approved by roll call, a professional services agreement with CEVA not to exceed $39,500 to perform origin‑destination counts, traffic analysis and a technical memo for the Breckenridge subdivision area. One trustee asked staff to shorten the study timeline; staff said consultants plan to deliver a draft technical memorandum by the end of November.
