Planning Commission forwards contractor-bond rule and small-subdivision deferral to council

Willard's Planning Commission recommended that contractors be required to post cash bonds and approved a small-subdivision rule allowing deferral of curb/gutter/sidewalk requirements (to be recorded on title); a conditional use permit for Dan Garman was modified and forwarded.
Planning Commission member Ken Ormond reported that the commission held two public hearings and forwarded both items to the council. The first would require contractors working in the city to post a cash bond; the commission passed that proposal and sent it on for council consideration. The second concerns small subdivisions and allows the requirements for curb, gutter and sidewalk to be deferred (not waived) and recorded on property titles for later enforcement while maintaining all other subdivision standards.
Ormond also said the commission modified a conditional use permit for Dan Garman at Second North and Fifth West by removing one condition while leaving the permit in place. The council thanked the commission for its work and moved the ordinance and related items through the consent or discussion process as appropriate.
