Boundary adjustment with Perry City tabled; council to explore interlocal agreement

The council revisited a proposed municipal boundary adjustment with Perry City that would move a stretch of properties (including Link properties, Chad Braggart's properties and the James Edward Meyer property) into Perry. Councilmember Mike Braegger said the area already receives Perry water and sewer and favored the adjustment; Councilmember Rod Mund questioned benefits to Willard and warned of a "potential loss of approximately $1 million in impact fees and taxes." Property owner Pat Burns said he had "invested $1.1 million in sewer infrastructure" and expressed frustration after 3.5 years of work on the matter.
After extended discussion the council voted to table the boundary adjustment item and directed staff to explore an interlocal agreement with Perry City for water and sewer services before the next council meeting. The motion to table passed with Councilmembers Mund, Bodily and Christensen voting in favor and Councilmembers Hulsey and Braegger opposed; the council did not adopt a boundary adjustment at this meeting.
