The Willard City Council reopened a public hearing on a proposed municipal boundary adjustment with Perry City and heard several residents raise concerns about the change. Fred Barker, a Willard resident, objected to including his property in the transfer and cited prior annexation and stormwater drainage concerns. Rue Wiley said the proposal felt like "giving land away" without compensation to Willard residents, and Jeannine Jensen (a Perry resident) asked that the area retain a rural lot character rather than allowing immediate high-density development.
Planning Commissioner Chad Braegger said Perry City has installed utilities — water, sewer, and storm drainage — to serve the area and noted prior missed opportunities to secure a dry line in 1200 West. After discussion about how the adjustment would affect flood-control boundaries and a request from Mayor Travis Mote for a more detailed map showing the railroad/UTA corridor near the Inland Port, Councilmember Mike Braegger moved to table Ordinance 2026-01 until the next meeting; the motion carried unanimously.
