Douglas County adopts 2026 strategic plan for Minden Tahoe Airport, targets hangar growth and more revenue

Douglas County commissioners on Aug. 6 adopted the 2026 strategic plan for the Minden Tahoe Airport, updating the airportstrategic priorities for the first full plan since 2012. The plan will be used as a tool for the master-plan update and to guide decisions around growth, financing and public engagement; the motion carried 5-0.
Airport Manager Heather McNell told commissioners the airport operates as an enterprise fund and must grow to remain financially sustainable: "To be more financially stable and be able to increase our revenue, we have to grow. So that means building more hangars... we're looking into bonding to build more hangars so we can increase more revenue." McNell said last year the airport-generated property tax value totaled about $600,000 and noted a 72-person wait list for hangars.
Steve Sliwah, chair of the airport advisory council, described broad community involvement in drafting the plan and praised the process of public comment and committee review. Commissioners asked about operational goals and public benefits; McNell said increasing hangar capacity and tenant growth would raise property tax revenue and support local business employment. She also highlighted aviation resources based at Minden: the Nevada Department of Forestry and U.S. Forest Service maintain firefighting helicopters at the airport, and a sky crane nicknamed "Bubba" that can carry 10,000 gallons was credited with rapid wildfire response in a recent local incident.
McNell added the airport will bring back Tahoe Skyfest in October with a night show on Oct. 16 and STEM outreach for local eighth-graders during practice day. The board moved to adopt the plan (motion by Commissioner Hales; seconded by Commissioner Tarkanian) and approved it unanimously.
