"We had a whole conversation about 15%. I think I said 14 as a concession below 15. We had a whole conversation about that," one council member said. Another participant explained, "It was 9% based on our responses and even the responses that we sent to you...and so we kept it at 9%." The transcript shows consultants present and available to discuss the text; councilors were told amendments could be offered during the meeting if members wished to change the percentage.
Council did not adopt the UDC update in the work session; the matter will proceed through the formal ordinance process, with options to offer text amendments and return for later readings.
