Councilors reviewed an IGA concerning a floating local-option sales tax (a local-option sales tax / SPLOST-like measure). Robbie explained the tax distribution is based on population and that, under the 2020 census baseline, the city would receive 0% of collections for the Coweta County portion of the city. Several council members sought clarification about whether opting into the process would at least give the city representation in county conversations and an opportunity to negotiate a share.
Robbie said the city "opted in" earlier and that staff and he are engaging Coweta County to press for a portion of the tax revenue now that the city has population in Coweta. "...we opted in, as you remember, back in February to the flossed. So we have to be part of this intergovernment agreement because we did choose to the council voted to opt into this," Robbie said. Council discussed the five-year terms tied to census windows, whether updated population figures will be recognized mid-term, and whether any county split will produce a meaningful distribution to the city.
Council did not approve financial terms in the work session; members directed staff to continue negotiations with Coweta County and to provide clarification on projected revenue shares and timing.
