Councilors reviewed a proposal for a new one-acre lot behind Terrace School in Zarenby to accommodate a small library and a recreation field. Mike summarized the planning commission recommendation, noting the commission approved the preliminary plat and concept plan unanimously but public-safety items remain to be resolved during building-permit review.
"The original plans had, no utilities going to the library. I'm sorry. Power, but no water, going to the library. I believe that's changed based on, public safety requirements," Mike said. Council members and others asked whether school restrooms would suffice for field users, whether drinking fountains or sprinklers would be required and how the library would be used by the public outside school hours. Mike said restroom location and drinking fountains would be addressed in the building-permit process and that some public bathrooms in the nearby Model 1 building are relatively close.
Council did not take a vote on the concept in the work session; members directed staff to ensure building-code and fire-safety requirements are addressed in the permit review and to confirm public-access hours for any library or field use.
