The city’s reviewing engineer analyzed the low bid and determined that the bidder met bonding requirements and was responsible; staff recommended awarding the contract to the low bidder, SHAPCO, and issuing a notice to proceed upon council approval.
"The lowest bidder is responsible... and he recommends awarding to SHAPCO," staff said, adding that a combination of capital funds and local maintenance improvement grant (LMIG) dollars would cover the project scope even though current TSPLOST funds alone were insufficient for the full project. Council indicated they would proceed subject to standard award procedures and receipt of the engineer’s recommendation.
