Board reviews plan to rewrite procurement code, raise formal threshold to $50,000

A county staff presenter outlined a comprehensive overhaul of the county's procurement code, saying the current $25,000 threshold is outdated and creates procedural hurdles. The presenter described a tiered approach—no purchase order under $5,000; required purchase order but no informal quotes for $5,000–$25,000; an informal three‑quote process for $25,000–$50,000; and formal procurement methods for $50,000 and above. "That's the amount that we're recommending moving our procurement, amount to is $50,000 for formal procurement," the presenter said.

The proposal would also define sole‑source procurement, cooperative purchasing options (including Sourcewell and similar contracts), allow the county administrator to authorize RFPs in lieu of bids, and create a formal emergency procurement procedure modeled on the recent flood response. Staff said the administrator could, in limited circumstances, route a procurement to the board for review or approval. Commissioners expressed general support and asked for draft language to be returned at the next work session.

Staff said the changes aim to speed project delivery and reduce recurring interpretive questions staff face under the current code, but pledged to preserve exceptions and to return with draft code language. The board gave direction to continue drafting amendments and review the proposed new chapter at an upcoming meeting.
