Residents press commissioners on fairness of proposed stormwater fee and large project scope

One commenter summarized the concern in stark numbers: "With the proposed $140,000,000 for stormwater infrastructure, however, more than 99% of that is directed towards projects on the East Side between Johnson Lane and Ruin Strah." He argued that fees must have a clear nexus — those who use and benefit from infrastructure should pay — and urged the county to consider alternatives such as a sales‑tax increment or targeted developer impact fees.
Multiple applicants and commissioners returned to fairness and affordability in interviews. Applicants with business backgrounds said fees should be proportional, predictable and recognize private stormwater investments; applicants from flood‑impacted neighborhoods emphasized demonstrable, local results so residents see direct benefits. Several applicants and commissioners recommended an application or exemption process for residents on fixed incomes and suggested exploring grants, scaled fees and developer or growth‑pay growth mechanisms to reduce burdens on low‑income households.
The board recorded the public concerns for the record and asked the newly formed task force to analyze distributional effects, run cost‑benefit scenarios and present transparent options for balancing infrastructure needs with affordability.
