Representative Nicole Laha, who represents House District 82, said data from the Cook County treasurer's office shows nearly "2,000,000,000 in property tax burden shifted on to homeowners over a 3 year period," while "business property tax bills dropped by 3,300,000,000" and residential bills increased by "1,900,000,000." She said median property-tax bills and effective rates are high in the region, describing Cook County's median as roughly "6,300" with an effective rate near 2.1% and DuPage County medians often exceeding "7,500." Laha argued that these trends point to real financial strain for households and urged reforms that provide predictability and fairness in assessment and appeals.
Laha recommended bringing transparency back to the process so taxpayers can "clearly see how their assessments are calculated and how appeals are decided." She called for reforms that balance relief — so that assistance for one group does not quietly shift the burden onto another — and for policies to promote growth that can relieve tax pressure over time.
