Astoria council debates switching from verbatim minutes to summaries while restoring transcript captions

Councilors spent a substantial portion of the Jan. 5 meeting discussing how the city produces and publishes meeting minutes and video transcripts.

Councilor Davis proposed replacing verbatim minutes for regular meetings with summary/action minutes and posting the unedited Zoom transcript alongside the video so the public can access the full record more quickly. “I would be interested in us moving to summary for regular council meetings, but also to post the live transcript alongside the video so that people could check the unedited version of the transcript if they were interested,” he said. Several councilors supported more timely, accessible records; others favored retaining verbatim minutes to avoid relying on a staff interpretation and to preserve an exact record.

Staff explained the city’s current archiving platform (Granicus) and the trade-offs between an integrated archiving system and direct Zoom recordings with captions. Assistant to the city manager Ryan said the archiving system can include timestamps for agenda items and that staff can return with proposed language showing what an action/minutes approach would look like. Council asked staff to explore restoring the prior caption/scroll feature or to provide timestamps and to return with policy language options at a future meeting.
