City staff said the policy amendments clarified language to emphasize “consultation” (rather than the earlier phrasing of “collaboration”) and outlined council and staff roles, including appointing a council member as liaison and designating staff support. Councilor Davis moved adoption of the policy and Councilor Adams seconded the motion; the council approved both the policy and the liaison appointment by voice vote.
Councilors discussed the importance of specifying training and education for the liaison and agreed that future work should be informed directly by tribal leadership on what educational elements would be most useful.
